my LOs go down for their morning nap right after breakfast. they go down without any fuss, relaxing and staying very calm in their cribs.
why is it that i try and put them down right after lunch (just like i do for breakfast) and they stand, whine, cry and roll around for about an hour, lol?

Maybe set the afternoon nap 30 minutes later?
One of the things I noticed with my kids, especially before nap time is that it helps them to have quiet time about 30 minutes before their nap (no TV, nothing stimulating, reading books, soft voices, etc.) in the afternoon and that helps them ease into it. Other then that, I think they just get so busy that they don't want to stop.

their morning naps are starting to extend, too. they used to be from 10 to 11 and now its 1130 and they're still sleeping!
it's causing the afternoon nap to be pushed back and then bedtime pushed back even further!

I don't know how old your twins are, however, I found I had a similar problem at around the time I starting transitioning to one nap. We did that transition at 14 months. I started by pushing back their morning nap as long as possible by keeping them very busy and slowly kept moving it later and later. It took about two weeks for everything to settle down and it then it was excellent. That's just my suggestion. You will know better whether they are ready for that or not.

they just turned 1. i am not sure; they seem to sleep both in the am and the pm; i wouldn't mind one long nap but i definitely dont want a house of chaos, lol.

I ALWAYS had your same problem... so I would usually put them for their nice long nap in the morning about 9:30 and then in the afternoon if we were home at about 2:30 or 3 and let them stayed in their crib for about 45 min, even if they didn't sleep, they still needed to rest, and of course, early bed time 6:00 pm. They never dropped their morning nap, now they just do it later (around 11 or so for abouut 2 1/2). If we were out they would usually sleep in the car. When the car naps ended, that's how I new the afternoon naps were done.
althoughs most kids do drop the morning nap, some (like mine) don't, they just move the morning nap later. The upside is that you still get at early bedime
